Configure POWL for approve Work Time by project leads

Dear Experts,

I have a problem and I hope for your help!

We have configured CATS. All of work time must be approve by project leads. But tasks is not displayed at the project leads in Work Overview.

It seems to me, I need to configure POWL, but I have read a lot of document in sap.help.com and it's not help me to clear.

We use standart role SAP_MANAGER_MSS_NWBC_2, which provide WDA IBO_WDA_INBOX. And aslo I have changed Personalization Application MSS-POWL, scilicet Register Type and Register Query to our role and users. But all to no avail.

What did I miss?
