Is it possible to assign license data to deliveries blocked by legal control?
We know that we can assign a license to any sales order blocked by legal control. But, if we create a delivery subject to legal control without reference to sales order, can we unlock it?

First you need to explain what exactly the terminology "Legal Control" refers to and to which country you were trying to achieve this. You should be aware, certain controls are there in ERP and can be controlled with the standard configuration from SD side but some controls are possible only after implementation of GTS.

I mean legal regulations assigned to materials that require a license for shipping from Spain. These licenses are customized under
IMG: Sales and Distribution / Foreign and Trade Customs / Legal Control / Define Legal Regulations and Assign by Country
We normally maintain an export control class in the material master
MM02 / Foreign Trade Export TAB / Legal control.
Whenever we create a sales order for these kind of materials we have to raise a license under transaction VX01N. After that, we release the sales order by VX22N assigning the license to the sales order.
However, what does it happen when there isn't any sales order. How can we release a delivery locked by legal control?
Is there any reason you are unable to try this yourself in a test system?
