this depend on business scenario and further movement and tracking of the TO number. I am afraid without knowing your business requirement in detail it would be very difficult for SCN member to suggest however
System constraint you can define only one number range series to the warehouse (that can be internal or external) and as long as the incoming number range falls in between the number range series defined in system, TO creation is possible however since there is no control of the number range on another side (Legacy) my suggestion would be go with Internal number range but again check your business process
