Hi,
Physical inventory is done at storage bin level. If you physically have 2 quants in the bin, why would you like to create the inventory for just one of them?
Check if the below works -
Can you please try clicking F2 (or double click) on the storage location input field in LX16 and then select single values. Then give your st. location. See if you get the desired results.

yes, In our business, one bin may have lost quants of many storage locations
we have owner with each storage location. not with the bins.
the single values not works.
So the bin level is the min level ?
system use storage location to get bins . then display all the quants in the bin .
not use storage location to get bins. then only display quants against with the storage location.

Unfortunately what you are looking for is not possible in standard SAP.
Irrespective of whatever criteria you put, the system will consider total quants in the storage bin.
I see no harm in counting the total stock in the bin irrespective of the owning storage location, it will anyways improve the stock accuracy and will also avoid the multiple counting in the same bin.
May be you need to explain this to your Business or if they are too adamant then custom development is the only option.

SAP has a transaction LICC which allows to count single quants out of many in a storage bin
