Constraint not restricting correctly

Dear VC Guru's

I have created myself a Dependency Net and assigned the constraints i want
to use to validate certain entries into my Configuration. I can see that the constraint
is working, as when inconsistent values are entered, the inconsistency is being
raised in the configuration. What is not happening is that the inconstancy is
not raising any issue preventing the save of the order. When I originally set
up the constraint it worked as designed, as i have always seen constraints,
when there is an inconsistency the configuration can not be saved in the order.
Later on since i had my constraints working as expected, something changed in
the system, where the order item can be saved with inconsistent configuration
values. I can only assume someone made a change somewhere which impacts my
constraint and how inconsistent configuration works in the order.

Hoping that someone can point me in the right direction where this is controlled.

6. Question: Can I process incomplete configurations using ALE/IDoc?

Answer: No. As soon as the system is to process an incomplete configuration,
it issues a termination message CU013 CFG_IS_INCONSISTENT_OR_INCOMPLETE in the
program SAPLCUXC. In certain scenarios, it may make sense to allow incomplete
configurations as well. See SAP Note 399120.

You need to find way to activate "

termination message CU013 CFG_IS_INCONSISTENT_OR_INCOMPLETE in the

program SAPLCUXC"

Thanks for the assistance.

OSS Note 399120 was implemented by one of developers without informing functional team.  We need to revisit the implementation of that note to see why this was done.
