I have one Function Module Z_TEST_WEBSERVICE_New.
For this module I have made one Webservice ZABC.
Now in one environment when I test this Webservice through WSADMIN it works fine.
But when transport my webservice to my other environment and test this Webservice through WSADMIN it gives me error
"Cannot find operation: wsdl = http://zhmscaqe.whirlpool.com:7992/sap/bc/srt/rfc/sap/ZABC?sap-client=800&wsdl=1.1, endpoint = ZABCSoapBinding, operation = public abstract test.types.Z_TEST_WEBSERVICE_NEWResponse test.ZABC.z_TEST_WEBSERVICE_NEW(test.types.Z_TEST_WEBSERVICE_NEW) throws java.rmi.RemoteException "

tranport your function module to the other environment...........then test your web-service again......
