when i tried to create a CATT seesion ia m unable to create recording.the client is CATT enabled and i have super user admin .

I guess you are on ECC 6.0 and using SCAT. Try using SECATT transaction instead. SCAT is diabled from ECC 6.0. Check this blog as well:

Here is complete information from SAP with regards to SCAT:

With Web Application Server Release 6.40, you cannot create new automated CATT test cases. However, you can create manual CATT test cases.
Editing automated CATT test cases is still possible. For more information, see the release notes.

Infact fit seems rom SAP Basis 640 itself automated recording through SCAT is not allowed.
I have SRM 4.0 system also where this option is not disabled but also in this case recording is not possible.

You start recording indeed with transaction SCEM, later switching to SCAT. See the steps below:
1) Run transaction SCEM
2) Enter a CATT name
3) Click on change, prompt appears saying it doesn't exist, do you want to create. Click yes.
4) Enter the TCODE to record.
5) Execute the TCODE and save data.
6) Back out. Click End and copy button.
7) Double-click the TCD on the left side of screen
😎 Click F5 or Field Inputs Variants
9) Use black down-arrow to step through screens.
10) Double click on fields to set variables. (SAP adds leading & to each variable name).
11) Save and back out.
12) Go to menu path Environment --> Extended CATT.
13) Click change and change type from (M) Manual Test Case to (C) CATT.
14) Assign component.
15) Click save. Back out.
16) Execute SCAT and Go to --> Variants --> Export Default and save as text file.
17) Edit file with new test data.
18) Execute CATT.
After step 6 you can also leave SCEM and run SCAT and perform the parameterization there as usual.

<b>When I run the CATT it finds the input file but it just uses the data I entered when I recorded the CATT. It's not actually using the variables I have set up. I ran in the foreground/background but no luck</b>

which user you are using to record catt? avoid using SAPs default users. (SAP*, DDIC)
