SAP Localization missing components

Dear Experts,

We are based in saudi arabia running ERP6.0 on EHP5 currently our SAP HCM consultant reported following components missing

1. Assignment of wage type to payment types

2.Make payment type valid for one intervel

Under Loan PaymetTypes.

Could you please guide me regarding why these 2 components are  missing ?
