Couldn't open app.Try again later while opening My Quality task

Hi All,

I have implemented My quality task but while opening the app I am getting error popup  " Couldn't open the app.Try again later."

On debugging ,I recieved the following error  :

Also when I tried to test the ui_qm_task SAP UI5 service it shows error Unable to load .
