Crystal Reports has stopped working when opening Page Setup

This is on a VM running Windows Server 2012 R2 Standard

Crystal Reports for Business One 2012 Support Pack 2 14.1.2.1121

Notes:

1. Crystal instantly crashed when clicking Page Setup
2. It will happen in any report from any source
3. If I create a blank report, it will still crash
4. I can copy a very simple report from my computer that is optimized for screen layout (no printer) and it will crash.
5. I disabled connecting my local printers to the remote desktop connect. Still crashes
6. I changed the default printer to Send to OneNote or XPS Document Writer. Still crashes
7. Tried under a different user account. Still crashes
8. There are only 3 printers: Follow me Printing on a server, Microsoft XPS Document Writer, Sent to OneNote 2010

Was it working at one time on this VM? I would recommend uninstalling and reinstalling Crystal Reports and see if that fixes it.
