It's not really clear that memory is the problem, nor that your server is overall slow. After all, it looks like you're getting half-second average dialog response time, and that's usually considered to be healthy. If you want to dwell into the memory a bit more, take a look at ST02 and the values you see in the "SAP Memory" section, especially Extended Memory. If the MaxUse figures are considerably smaller than the In Mem numbers, then you probably don't have a memory issue with your SAP server.
Perhaps it's just particular reports that are running slow, and not the system overall? In that case, you might want to troubleshoot those reports.
