I am working on the Indonesia payroll. I have some query about the retro active payroll process,

There is no need of B/F and C/F wage type. When there is a retrospective change in an infotype record, based on the infotype's config (in V_T582A), time eval will be set to retro to that date (or payroll will be set to retro). This is the standard functionality.
In time eval for a retro date, any time wage types generated earlier may get changed or deleted in ZL, or it may impact absence quota accrual.
All time w/t's will flow into payroll; any retro changes in these will change the payment correspondingly. Any retro change in payroll related infotypes (e.g., 1, 7, 8, 14, 15, etc) may impact the hourly rates, payments/deductions accordingly.
However a deduction configured in V_T51P6 would not be affected for a past period; however it is possible that the change will flow to current period and reflect in the current period's deduction.
Payslip configuration and run parameters will influence to show changes in retro period's payments or deductions.
