Manual procedure call of Risk analysis program and parameter 1071

I have implemented , and find a strange(as per me) behaviour. So, could you help me here.

I see that my requests(and BRF+ simulation) give desired result, only when 1071 is YES. I think, manual Risk analysis call should route requests to defined(as per decision table) Rule results/paths, and should not depend on parameter 1071. So, i set 1071 as NO, but my requests do not go to defined rule_results/paths. Only when i set 1071 as YES, they do.

i find this strange, as by using Manual procedure call, i do not require 1071, to do Risk Analysis.
