I believe this link will drive you to ASE 16 and not 15.7...

Anyway I believe that only the latest version is provided as a developer edition.

You are right.

There is only ASE 16.0 available (latest version).

There is another way, through Home | SAP Support Portal (Download Software)

but you have to be SAP Customer  (auth. with SAP User ID / Password ).

There is 15.7 version available for download.
