Work order long text greyed out..only way to change it is by clicking the long text button

After EHP7 upgrade we are seeing randomly cases where for some work orders we are not able to directly update the text in long text box that appears in header section instead we have to click the text button to make changes. Anybody has this issue and was able to fix it?

If this does not solve, In case of random cases, you need to try to replicate the scenario.
