Classification datasource - CT04 characteristic does not exist in DEV system

hello, I am new to SAP classification datasource and would like to create a new datasource with TCODE CTBW. The characteristics from CT04 was only created in Production system. I would like to know if I need to recreate same characteristics in DEV and transport to production and what will be the impact of existing characteristic in Production. thanks Bhat

your functional team should create those characteristics in ALL systems of the ERP landscape (that's the way it's supposed to go, but not always common practice)
