is there a way we can limit the number of "in progress" BPM running? I looked at Process Instance Memory Threshold however this is only a threshold for warning and error out bpm process.
We are experiencing a low in memory problem specially if the full GC is executed and I'm thinking if we can limit the processing this way.
Found one blog post describing the number of process instance a node can accommodate. Hope it could help tweak the current scenario. Keep us posted on the progress.

Process Instance Memory Threshold also limits the instantiation of process instances .
