I tried creating an dimension at universe level like below:
length @Select(Dim\Fiscal Month)=1
Below is snapshot of the error when i validate the expression:

Hi,
You need to put this part in the Where section of dimension.You can not put the condition in the select part.
This part will work in Select part.length @Select(Dim\Fiscal Month)
