The System Monitor tab can not find, could someone help?

Dear everyone!

I need the system monitor tab for manual EWA genration.I read the other link about my request

But I can not found the System Monitor tab in our solution manager7.1 sp12, I can find it in the version sp08.

Below is the screenshot,could someone help me what should I do?

I'm new Basis,please give me some help,thank you very much!

Is seems you missing some authorizations with your user to display the System monitoring workcenter.
