This will tell you what is new with NetWeaver2004s.
Netweaver 2004s SR1 is the release version. SR stands for Service Release.
SAP released SR1 upto the service pack level SPS06.
Now with more developments SR2 is released at SPS09 level. This contains some new developments over SR1( All Hot Fixes, Patches over a period of time is included over here.)

It does make sense, when you have a SR2 which is of the latest SP relative to SR1, why do you need SR1. i.e. if SR1 is of SP6 then SR2 would be of SP9. So it would be easier for your to download it and patch it to the next SP. And this SR is related to NW04s only. Currently no SR's are available for Nw04.
