Extra spacing in the pages after conditional break.

Hello,

I'm trying to create a document and I have conditional breaks. I don't understand why there is an extra line space in the flow document. In the below screenshot the first image is after the condition satisfied new page created, the second image is the flow of data from Page 1 to Page 2. Every time a new page created (on conditional break) I'm not seeing the extra empty line space, however for overflow of data I'm seeing this extra empty line space, am I missing some thing here?

Seems like this explains why there was a space. The content I want is going to the header line rather than coming below is item line (see towards the end of the header). Now I need to figure it out why it's putting it there instead of adding as a regular line item.

Have to redesign the form layout..
