Health plans are not available in Open Enrollment in nwbc portal


I have correctly configured benefits in my system - I can register benefit using HRBEN0001 using health plans, but I can't see health plans in Open Enrollment application in NWBC Portal. I'd like to add that I have activated necessary services in SICF - I can see link to Open Enrollment in Employee-Self-Services tab, what's more application starts, but in main steps ''Health Plans'' I see empty table - ,,The table does not contain any data''.

Do You have any ideas to solve my problem? Thank you in advance!
