Hello,
So we have WM-QM integration active.
Our process is we receive materials in QI stock, inspection lot created, and they are putaway 100% into the relevant storage type/bin. Quality group then request a specific sample amount so the warehouse team pick that amount and create a transfer order to move that sample amount to another storage type/bin representing quality/sample.
When the quality team perform a Usage Decision to release the stock either completely (sample+unrestricted) or partially (sample) a TR or Posting Change only appears to get created and no automatic TO for the sample quantity for example, however if you then go to LB10 and select TO in Background it creates without issue.
For samples we have our storage type search setup to consider movement 331 and also the quality/sample storage type first so assumed this would work with the UD release but appears not.
Can anyone clearly shed light on what should or should not be possible?

You can activate the auomatic TO creation under:
SPRO + logistics execution + warehouse management + interfaces + inventory management + define movement type + LE-WM Interface to Inventory management
There, you need to find your reference movement type for your warehouse (or ***) and then populate the 11th column called "immediate TO creation" with an "A". This will create the TO automatically.

This is copied from SAP Note 566090 FAQ for Immediate TO creation:
Immediate TO creation for posting change notices only works if, when selecting the stocks, the system can determine the stock for which a transfer posting is to be carried out. For example:
The posting change change makes a transfer posting for 20 pcs of material A from Q to unrestricted-use stock, the posting change was created using QM and the usage decision and it also contains the inspection lot number.
1. Immediate TO creation is possible if there are exacly 20 pcs of material within the inspection lot.
2. Immediate TO creation is not possible if there are more than 20 pcs of the material within the inspection lot. The system cannot determine for which quants transfer postings are to be carried out.
3. Immediate TO creation is not possible if there is no quant with the correspoding inspection lot number (addition to stock SAP Note 389492).

Thanks MIguel. I have reviewed that note and other notes mentioned within it, all customizing appears to be in place and correct unless I am missing the obvious.
I to an extent understand the scenario of a partial UD release where the system cannot determine the correct location as the material is stored in two different storage types, however when a UD release for the full quantity is completed e.g. 900 to unrestricted and 100 to sample from a total inspection lot of 1,000 still only the posting change and TR is created, no automatic TO.
In both cases if the user selects the TR via LB10 or Posting Change via LU04 and selects TO in background the transfer order automatically is created without any error or issue. I don't therefore get when the user performs the UD why the TO is also not automatically created?
Movement type config set for auto TO
Storage type search considering reference movement 331 for samples and specifying sample storage type as 1st priority.
WM-IM settings are shown in the screenshots a few posts above. We are working with warehouse *** rather than settings per individual warehouse.
TR is being used for the usage decision for goods issue to sample which does not use a posting change as the status of the stock is not changing. Posting change is only used for usage decision moving stock from QI to unrestricted or blocked stock.

Check if the reference storage type search is correctly mentioned in the WM Movement type Configuration. If Possible paste the screenshot of WM Movement type settings.

Here is a screenshot of WM movements 331 and 321:
As you can see 331 does have a reference movement type maintained and this also corresponds to the storage type search settings mentioned a few posts earlier. I assume 321 movement which has no reference maintained would just default back to basic storage type search.
The weird thing is - a usage decision for stock gets made a quantity is issued to sample and a quantity released to unrestricted. A TR and Posting Change gets created but no auto TO, however when you then select the TR in LB10 and Posting Change in LU04 and select create TO in background or create TO, the TO is created without user intervention so it is weird why the system cannot get it right in the first case on usage decision?
