FICO solution without PS module

Dear FICO Consultants,

Good morning to you

We have a requirement to create a projects (7 projects used in assets budgeting) without PS module,

My client at the beginning of the fiscal year they have 7 projects upload the new planning values for the assets accounts for each project  (planning for what they will buy this year for these projects in assets classes like buildings, machines and etc..)

for example:

Project #1

          Buildings 100000 LE (GL account 1110000)

          Machines 200000 LE (GL account 1120000)  etc...

For info my client has fi module(Assets, AP, AR and GL accounting) and in the CO (cost center, profit center and internal order accounting)

Please advice me ASAP.
