Prevent Orphaned Group Header

Hello,

I need to prevent Orphaned Group Header and now I'm in this situation

Group1 Header A

     Group2 Header A

     Data 1

     Data 2

     Data 3

     Group2 Footer A

     Group2 Header B

     Data 4

     Data 5

     Data 6

     Group2 Footer B

     Group Header C

     Data 7

     Data 8

     Data 9

     Group2 Footer C

Group1 Footer A

"Group Header 1" "Group Header 2" and "Details" are "Keep Together" in section expert.

Group Footer 1 is "Keep Together" and Group Footer 2 isn't "Keep Together".

In Group Expert "Keep Together" is unselected even for Group 1 and 2.

If I try to select "Keep Together"  Group 2 on Group Expert I have this situation:

What should I do?

I didn't because the report size is greather than 1MB.
