is it possible to control udfs And Process with workflow?

Our company process is a little complicated and the consultant wants to cover all these information with UDF without any control on them.

My main question is how can I prevent the PO from Receiving in inventory (GRPO) before passing the process and steps with or without WF?

I think you can do it from SP . Alloweing to save only those GRPO whos base documents (po) should return true.

I have done it with SP but i am searching for another solution like Workflow.
