'Comments Mandatory', does not work for FF log review request

HI All,

I need to make Comments Mandatory for SPM Controller, when he reviews a FF  review request. So, i have tick marked the option, in Controller Stage. But, Controller logs in,  approves and the request gets  closed without Comments entered.

Has anyone tried this option, or a note available for this
