GRC new licenses and migration

I want to know how the licensing of GRC is handled for the following events:
1. I will migrate from version 5.3 to version 10.1 AC AC, licenses remain the same? sebe new license is ?.
2. In implementing the latest version 10.1 on a client license for users accessing SAP GRC charged? Example 10 users. or a license must be paid by all users of ERP, such as 3500 users.
I appreciate your support questions and if they have official documentation of SAP better.
