Cannot Choose Search Data in Search option

Good day All.

we recently upgraded a customer from SAP9.0 to SAP 9.1 PL07 Hana.

Some of users cannot search for master data.

When trying to change the option to Search data, nothing happens..Its almost like its greyed out. I tried Ctrl + F2 and it does work as well.

Any ideas why it it cannot  be changed?
