Pricing freight condition in order to be applied per delivery

We require a pricing condition, say ZD00, that needs to be applied to the invoice "per delivery."  For example, user should be able to set ZD00 as say $10 in the order and if there are two deliveries (qty 50 each) then users should be billed $20.

If the quantity was split between 4 deliveries (qty. 25 each) the the customer is to be billed $40.

The new condition type will only be used for certain orders and not all.

What's the most effective/efficient way to configure this requirement?

We are not using Shipment Documents in SAP (VT01).

Can you try to add the freight condition type in the delivery pricing procedure and test? Make sure the same condition type is added in the pricing procedure assigned to the billing document. Make necessary settings related to pricing fields in the  delivery-> billing copy control settings.
