I followed the above steps but getting the following error.
Error While Sending Message: Error stack from response: Unable to find resource 099045b0-2da2-11e5-8e84-c372ac10c8d8 in the following software component versions:http://soap2JDBCcom/sap/xi/tf/_MM_Update_.class-1
I already have activated all the objects in ESR and Integration builder also made sure following things as well...

Try to do a dummy change in your message mapping MM_Update_, like to change the description and activate.
Try to do a CPA cache refresh.

best way is to compare the message Id's as mentioned by Mark else please create new mapping and new ICO. Issue is not related to any roles.

This is a guid of your message mapping 099045b0-2da2-11e5-8e84-c372ac10c8d8. Check if it matches the one in ESR by opening your message mapping and then displaying its properties (via Message Mapping -> Properties). If it does not match, update your operation mapping and then also update it in the ICO).

The error seems to be in the cache, the object seems to be missed.
Check with your basis team if your PI is affected by this note 1337902 - Missing object after PI cache refresh for existing ESR obj.(PI 7,1 or PI 7.11).
Also, you can copy the mapping to another mapping as MM_Update_2, delete the first one and to copy again to MM_Update_. Later you delete the second version.
