There is no config in SPRO for Personas 3. This is correct. There is no configuration to do. Just install the add-on & service pack, assign the appropriate roles to your user, and it should work.
Have you run the health check in the admin transaction? Are all the lights green?
Also, the add-on delivers roles in PFCG, but they aren't always generated to produce matching profiles. Without those profiles the roles don't work. Check that the profiles exist, and if not, generate them.

Here are the numbers in my DEV system:
Your diag_area number is quite a lot smaller, and could well be the reason for your problems. I remember having similar problems in the past in systems where I've forgotten to increase this. Take care of all your red lights and hopefully this will get Personas working for you. If not, head back here....

You are missing the basis enablement note (2044643) without which Personas will not work.
Also, increase the ztta/diag_area parameter from the default 250000 to 20000000 according to the Installation and Configuration Guide. It would be advisable to increase the parameter value of em/global_area_MB to at least 1024 or even 2048 too, to avoid problems.
Implement note 2179045 as well.
You didn't have inactive objects before applying the enablement note and the client note, so it's reasonable to assume that something in the object list of those two notes didn't get properly activated. Look at the objects of the related transport requests and check those objects if they are active. If not, activate them.
