Please verify if your database is case sensitive. If it is, then this is expected behavior.
When the repository connection is case-sensitive, the search is always case-sensitive.
To make this clear, the case-sensitivity check is now checked and disabled, when the connection is case-sensitive.
If you connect to a case-insensitive database, then the case-sensitive option can be enabled\disabled.

What you describe explain the actual behavior of PowerDesigner.
My Oracle Repository database is not case sensitive. See my examples at b)
a) No matter the database "Name"' - the metaclass name can be set to lowercase and uppercase
b) Oracle Database allow to set Lower or Upper case to Code.
The DBMS used to store repository metadata has nothing to do with the ability to check or uncheck case sensitivity..
Remember In the PowerDesigner Repository we can store many models for many DBMS (metadata). We must be able to check or uncheck case sensitivity.
Two concepts are blend here.

Physical Model - Oracle 10g - Name and Code Upper / LowerCase
For me it's a bug, PowerDesigner must not disable Case Sensitive box when the Repository is keeped in Oracle...and any others Databases. PowerDesigner Find objects check metadata.
