Hello,
is there a Job which has to run that I could add requests or tasks?
When open "my requests" there is an error which says "No data availible"

Check the section 5.3 Setting Up Service Connection for Task Management in http://help.sap.com/saphelp_hana_opint/SAP_OPInt_Installation_Upgrade.pdf.
It should work after setting up the connection.

Yes that is correct. Accessing tasks requires additional authorization that is mentioned in that section 6.4
But please make a note that the guides you are referring is for OpInt 1.0 SPS09 and you have OPInt 1.0 SPS09 installed in your system, together with HANA REV96/97.
In OpInt 1.0 SPS09, we have introduced Administration Cockpit that is health check for configurations requirement of OPInt. This gives you provision to setup the required configuration in just one-click. The one you are finding is the first option in this cockpit.
