Sample-drawing instruction

Hello,

I am an ABAPER trying to debug an issue in QM.  In some cases, when a sample-drawing instruction is printed the inspection operations under 'Distribution of samples to the laboratories' are printing in the wrong sequence.  For example, operation 20 is printing before operation 10.  I have found fields in QAMV (POSNRPRZV) and QPRVP (PROBNRPL) that appear to be sequenced incorrectly but I have not been able to determine where these values are created or maintained.

Any insight to this issue will be greatly appreciated and points will be awarded.
