Configuration requirements for "Mass Student Communication Tool" via webdynpro PIQ_AC_MASS_COMM

Hi,

Our system is at SP07 for EhP7, for which we want to use  "Mass Student Communication Tool (e-mail and text-message): via a webdynpro PIQ_AC_MASS_COMM". Currently I am getting a error message on executing the respective service which says- "FPM application PIQ_AC_MASS_COMM was started without configuration". Can anyone help me identify configuration requirements which are to be done as a pre-requisite to use this functionality.
