Implementing Customs Management Module in Italy without implementing Licensing

Hi GTS Gurus

Question: Can we use custom management module for Italy without using Licensing module. In Italy Prior to make shipment,but only after receiving an actual purchase document, one must apprach to Italian minsitry in charge of exports and receive their license/consent.

Propsed Solution : We will set up the block in delivery in ECC. We will use proforma Invoice to send custom declataion form to Italy custom authorities from ECC.Then, as soon as the permission to ship is granted by Italian authorieties, the user could manually relese the block in GTS.

Doubt :

Would it be compulsary to impelement Licensing for Italy?

Will custom declaration document conatin all the information required by Italy authorities?

IT system of Italy with wich we need to set connection of R/3 or GTS?

Will the custom document clearance is enough or it is mandatory to obtain license from Italy agencies?

Hi Jaagrit,

In every country, it is necessary to receive Export approval (registration) before exporting the goods, so it seems there is nothing special for Italy - therefore you don't need to implement Export Licensing.  You can work out a process exactly like you are describing.

Regarding the Export Declaration, I'm sure the data-set in the GTS document has all required fields; however GTS is not (yet) localised for Italy, so it won't be easily possible to use electronic filing.  If it is possible to submit declarations on paper, then you could develop the official form as an output from the Export Declaration.

But I am not sure on how to handle import scenarios to Italy.In Italy prior to Goods Reciept,but only after receiving an actual purchase document, one must apprach to Italian minsitry in charge and receive their license/consent.

Thus as per my understanding we should get custom clearance ( custom declaration form clearnce)   before Goods Recipt else shipment will be delayed at Port of Entry to Italy.At what stage we should send custom declaration form to authorities and how to make sure that goods recipt does not happen before custom clearance.

Request your help/idea to meet import requirement of Italy.

In normal GTS scenario, the import cycle is as below

Purchase Order- Inbound Delivery - Goods Reciept - Material Document - Custom Declataion ( material document will be transferred to GTS and will be shown in worklist)

In Italy prior to Goods Reciept,but only after receiving an actual purchase document, one must apprach to Italian minsitry in charge and receive their license/consent.

Is there a way to get custom clearance for import before Goods Reciept.Kindly help.

Provided you are importing to free-circulation, you can use the functionality for creating Import Declarations before Goods Receipt.  See the on-line help for details.
