nwbc error 403 - SAP Community

we have insatalled TM 9.0 (110) and we configured NWBC and activated services. for some of the urls we are getting below error

Did you activate all the SICF nodes for the WebDynpro applications? Just activate everything under /sap/bc/webdynpro/scmtms.
