TextView and TextEdit in same UI element ?

Dear Expert's,

I am looking for an UI element, that contains the feature of both TextView and TextEdit as well. ie, a single Text UI element, where the user should be able to see the only view the text (read-only) on upper half and should be able to edit the text in the lower half.

If not, is there a way to do that in existing TextEdit/TextView UI element's ? If possible, please let me know how to achieve that.

If the requirement is to provide some information to user, on what has to be entered, then the property inputpromt can be used to do the same netweaver 7.4 versions.
