It depends on what version of BOE XI 3.1 you are running. If you are running the latest version XI 3.1 w/ SP7, the answer is YES
For other versions, check the Product PAM.

If you don't know the build number you can check Control > Add Remove Programs and see what has been installed. In BOE XI 3.1, you also have a BOBJ Software Inventory Tool (Manifest).
