Configure SAPCL

Hello guys , we have  problem with autorizations to configure SAPCL . Someone get this error :

DSNA626I  DSNADMJS THE __login() FUNCTION CALL IS UNSUCCESSFUL, IDENTITY=APSTSAP, EDC5164I SAF/RACF error. (errno2=0x13010000)

I'm think the problem is autorization in Z/os system . This error ocurres in second step (link-edit sapcl) .

How do you solve the problem ?

I would check with IBM check, what [errno2=0x13010000] means.

Tks , we try ajust BPX.DAEMON.HFSCTL .  Is a racf error .
