I'm guessing that the Export DB option in the About section can be used to export a fully synced Agentry.db. This exported Agentry.db file can tehn be copied into the application data area. Is it possible to specify the path to the data folder rather than having it stored in C:\Users\username\AppData\Local\SAP AG? If yes, then how would you specify the location to a specific data folder when the user starts up the Agentry 7.x client?
Any instructions would be greatly appreciated.

If you are using the WPF client, You can copy the pre-set db to the root folder of the client. Once the client is opened (as long as there no database in the user's app data) it will copy this database to the app data folder.

It is also important to note that the export DB function will only be available to copy out an unencrypted database. You may need to go into the Editor and turn off the database encryption under Application | Application Security | Client Database will be Encrypted.
