The RTK Data management pdf shows a screen for contact list house keeping. According to the pdf we can create new contacts and merge contacts. This screen is not present on our system. Is it a config setting? If so where do we set it? Alternatively is it due to the version we're running?

The ability to create contacts and merge them is available in prior versions from backend (webservice, RFC calls). For example, look for inbound interace guide @ http://help.sap.com/mkt
A nice UI is being provided in the latest versions. The UI you provided is most probably from the latest version i.e. 1505 on which the RKT material based on.
