which oracle client have you installed ?
what does your LIBPATH env variable says ?

error means that BO installer can't connect to your oracle db because it can't load libraries it needs from your oracle client

you need to set proper env variables (PATH, LIBPATH), set tnsnames.ora correctly , test connectivity using sqlplus (oracle tool) - then install BOE.

hi Denis,

we have tested connectivity using sqlplus (oracle tool) it is fine from that side but issue is with bi client side !!
