try a telnet connection to the message server. Maybe a firewall forbids the message server port (e.g. 3600) from your idm host.

I connected a ECC system today to our IDM and faced exactly same issue. Check the below error message I got, it is almost the same error.
When checked, hosts file in etc folder had en entry for the server I wanted to connect with 127.0.0.1 IP address
I replaced 127.0.0.1 with correct IP address of our ECC server and then connection was established.
Please check your hosts file and update the details as required.

Strange. I always get some more information along with that error.
Did you maintain relevant details in service/hosts files in C:\Windows\System32\drivers\etc?
And do you know if the backend system has SNC enabled?
