Users should be restricted to storage location using MFBF

I am newly joined to SAP PP,

now am getting the issues from the client regarding for user should be restrict to transferring the stock from one storage location to another location

using MFBF, Please any body can guide how to resolve the issue...

Please coordinate with your Basis / Security team for restricting the authorization for those storage location

Do you need to prevent some users, to transfer stock in every storage location ?

EG: Users A and B can't make any stock transfer

       User C can make stock transfers

Or do you want to restrict users to transfer stocks in some storage locations ?

EG: Users A and B can make stock transfers only between St.Loc 001 and 002

       User C can make stock transfers only between St.Loc 001 and 003
