Hello,
You need to check:
1. hostname parameters (SAPLOCALHOSTFULL, icm/host_name_full)
2. parameters in transaction smicm
3. HTTP proxy info in Tx SM59
4. transaction SLDCHECK
5. source user and authorization
Are you able to login to the SLD of your solman using solman_admin?
If you are able to get into the website, can you click on the 'administration' and check if the status is running?

1. It may be finding the HTTPS, service so make sure the below
SMICM->Services
icm/server_port_0 PROT=HTTP,PORT=80$$,,PROCTIMEOUT=300
#icm/server_port_1 PROT=HTTPS,PORT=XX$$,,PROCTIMEOUT=300
