Oracle Clusterware HA: How to keep ERS service stopped?

Hi - We recently implemented Oracle Clusterware 11.0.3 for our ERP system.  DB, ASCS and ERS services run on the HA cluster and are controlled by Clusterware.  SAPCTL is version 7 patch 0.  All servers in the configuration (RAC and SAP app servers) are on RHEL Linux 6.

When I issue the sapctl command to stop the enqueue replication service (ERS) the ERS service starts up on another cluster node.

Command used:

     /oracle/sap/sapctl/bin/sapctl stop apabrep -sapsid QAS
If I check status, then the ERS appears to be OFFLINE:

    

If I stop a service using sapctl shouldn't it stay down until I issue another SAPCTL command to start it up?

fyi - I do not have "Restart" configured in my ERS start profile.

Any help is appreciated as I am new to Oracle HA.

On a first sight it is seems as the agent can't distinguish between normal and abnormal shutdown of ERS resource. The agent only checks the current state of ERS resource but not the reasons why the ERS is currently not running. Therefore it is trying to restart ERS on another node (according to your resource attributes). For approving or discarding this assumption try to check logs from sapctl and clusterware.
