Hi Anand,
If you have only one substitution subtype, then VTART is of no use.
But incase you have multiple subtypes configured for substitution, then you may think of using VTART.
If will default the subtype of 2003 when you are trying to create a record. This will help the user to create record of 2003 without entering subtype on PA30 screen.

VTART feature is used to default the Substitution type. Here, you can default the substitution type, while creating a substitution based on the employee PSG.

VTART is basically used to deafult Substitution Type.
If you open PA30 - infotype 2003, you can see drop down values for existing substitution types.
You can config new and assign with the feature to default with PSA, ESG etc.
