I am confused on what your question is, so attempting to respond based on my understanding.
- We don't have an issue in SP3 for the creation of shortlink as you are showing in the 1st screenshot. Can you please confirm if this is the issue you are facing in your environment and if so, please log a ticket.
- In SP3 we have simplified the screen and removed the section on the top as you previously saw in SP2 for shortlink creation. Now you can simply click on create and it will show a popup requesting for the system, transaction, flavor name. This will create a copy of the shortlink in the clipboard, as well as add it to the top of the table.
